Problem of the direct visibility lines between the adjacent boundary marks

Abstract

The effective protection and maintenance of the Lithuanian state borders, especially in the outer wall of the European Union, requires direct visibility between the adjacent border marks. Visibility usually depends on existing terrain, distance between border marks and vegetation clearance strips. The distance between border marks is determined by delimitation (redelimitation) border turning point positioning, physical-geographical conditions and cross-border agreements. In the process of marking borders with Latvia, Belarus and Poland, direct visibility problems were resolved in the variety of approaches which in some cases included the installation of intermediate boundary marks, the relocation of the existing boundary marks to the new location and even the excavation of the tops of hills to enable direct visibility, whereas other examples embraced parts of the border line survey, profiles drawn and, depending on the existing physical-geographical conditions, new border marks designed. This experience will allow selecting the most rational solution to the problem when demarcating the Lithuanian /Russian border.

Tiesioginio matomumo problema ženklinant Lietuvos Respublikos valstybės sieną

Santrauka. Lietuvos Respublikos valstybės sienai, ypač išorinės Europos Sąjungos sienos daliai, efektyviai apsaugoti ir eksploatuoti svarbu, kad tarp gretimų sienos ženklų būtų tiesioginis matomumas. Dažniausiai matomumas priklauso nuo vietovės reljefo, atstumo tarp ženklų, augalijos iš pasienio juostos pašalinimo. Atstumus tarp sienos ženklų lemia delimituotos (redelimituotos) sienos posūkio taškų išdėstymas, konkrečios fizinės-geografinės sąlygos, tarpvalstybiniai susitarimai. Lietuva, ženklindama valstybės sieną su Latvija, Baltarusija ir Lenkija, susidūrė su skirtingais tiesioginio matomumo problemos sprendimo būdais. Vienu atveju buvo įrengiami tarpiniai sienos ženklai, perkeliami jau įtvirtinti sienos ženklai arba net nukasamos kalvų viršūnės, kitu atveju – niveliuojamos sienos atkarpos, sudaromi sienos linijos profiliai ir, atsižvelgiant į vietovės reljefą, projektuojami nauji sienos ženklai. Demarkuojant Lietuvos ir Rusijos valstybių sieną, ši patirtis leis pasirinkti racionaliausią problemos sprendimo būdą.
